Fowleye is considerably more dangerous than Elusid, owing chiefly to having a 100% haywire rate with his spells and being able to use Disruptive Wave.
His attack spells are Kaswoosh and Kazam, and he has the Divine Intervention ability. When he uses Bounce, knock it down with your own Disruptive Wave - he takes extra damage from fire, and you don't want your mage to eat their own Kafrizzle. He will also occasionally use Lullab-Eye, so be sure your important healers and tanks have accessories or other gear equipped that lowers its chance of success. For example, a Sun Crown for sages or an Elfin Charm.
The Forbearance - Magic Mirror combination could be useful, but Disruptive Wave will cancel your Magic Mirror. However, as long as the entire party doesn't have a Magic Mirror up at once, he is less likely to use it. If you can get a Fowleye map at all, it's probably less trouble to just have your healer use Multiheal every round while your tanking character beats on the boss with attack moves.
The reflective torso pieces (mirror armour, catoptric armour, twinkling tuxedo, shimmering dress) may help to some extent, as may resistance gear.
