The minstrel's manual can be acquired by becoming level 40 and talking to Tom Foolery. (Quest# 102 Prats the Way to Do It!) He'll ask to perform a Critical Pratfall on two monsters. There's really no special way to do it, as it happens randomly. But the process can be speed up by having some of the other party members learn Pratfall as well.
It will be signalated when it happens when the message, "Critical Pratfall!" appears.
The Minstrel's Manual can increase the attack of the whole party by a little if held in the personal inventory of a character. Anyone can use it, not just a minstrel.
